RQ: Penelope's magic cloak

After Penelope's blanket shrunk after the very hot wash, Pashmina got her a cloak. However, there is something special with this one...

Pashmina: Here you go, Penelope. It may not be a blanket, but you may like it!
Penelope: Ookwee! (I think I will!)
*Pashmina puts the cloak on Penelope*
Pashmina: Now you look so cute!
*Penelope glows, and grows to Pashmina's size*
Pashmina: P...Penelope? What's happening to you?
Penelope: I like this cloak!
Pashmina: You can talk now?
Penelope: Sounds like it... It must be a magical cloak!
